The zoning code amendment still requires months of public review and an ultimate vote by the City Council. Gale Brewer, the Upper West Side lawmaker who began a campaign against quick delivery hubs during her tenure as Manhattan borough president, told Crain’s she was skeptical of any effort to sanction the stores.
“I’m not interested in legalizing the dark stores,” Brewer said, using the term championed by opponents of the delivery hubs that references their lack of public access. “I think they are dead space. They still haven’t opened their windows, they don’t all [allow] cash in terms of payment,” she said.
