VADNAIS HEIGHTS — The City Council threw around various ideas for temporarily repurposing the old Garceau Hardware building at a workshop meeting last month: maybe a nonprofit coffee shop, a makerspace, or bingo hall.
The big question was, what would the City Council be willing to pay into such an idea? The city has already invested about $800,000 in the site — the purchase price of about $700,000, plus another $100,000 for environmental assessments.
